Speaker. recently the Honorable Francis L. Kellogg. Special Assistant to the Secretary of State for Refugee and Migration Affairs. was awarded the medallion of the Hebrew University. * This presentation was made in recognition of his work in helping Russian Jews during their trip from the Soviet Union to Israel. I also believe that Frank Kellogg deserves recognition for the help he gave me in getting the funds appropriated by Congress to help resettle Russian Jews in Israel released and turned over to the agencies which work with the emigrants.
