President. this amendment is a language amendment to the continuing resolution. Under the provisions of the continuing resolution we would have to take the low figure of any bill that previously was passed by either House. or the budget request. This has to do with the Cuban refugee program that is presently in being. Under the budget request. the administration proposes to set a phaseout time for the Cuban refugee program. The Committee on Appropriations of the Senate is presently working on this request. The bill has not come forward yet from Congress but the action of Congress probably will be different from the request of the administration.
