Speaker. the Trade Reform Act of 1973 currently before the Committee on Ways and Means is one of the most significant pieces of legislation this Congress will deal With. This is true not only because of its impact on our overall trade policy but also its meaning to EastWest ddtente. A vital element of the latter factor is the moral question of a citizens freedom of emigration. This can be seen most clearly in the plight of Soviet Jewry. It is this question to which I have addressed my testimony before the Ways and Means Committees hearings on the Trade Reform Act of 1973.
