But I do know the difficulties involved in appropriating funds that the administration refuses to request. and I would like to say that the committee has certainly taken a meritorious step by ignoring the administrations desire that no funds whatsoever be made available. Mr. Chairman. as chairman of the Subcommittee on Agricultural Labor. which has jurisdiction over matters dealing with agricultural workers and their dependents. it has been brought to my attention time and time again that housing is the number one problem of our migrant and seasonal workers. The conditions under which these hardworking people are forced to live are nothing short of a national disgrace. Based on information I have received in the form of testimony before the subcommittee. from onsite staff investigative reports. and from various other communications from all over the country.
