For 2 years now. the committee has been urging the Department of State to submit to the Congress a unified budget for all foreign affairs agencies and programs so that we could obtain a total. coherent picture of the costs of carrying out our Nations foreign policy. To illustrate. the amounts being authorized in this bill for "international organizations and conferences." "international commissions." "educational exchange." and "migration and refugee assistance." represent only part of our total activities in these fields. Additional funds for these activities are scattered in other authorization acts and appropriation bills. The committee continues to consider it important that all these threads be drawn together.
