I am pleased to join with Senator KENNEDY as a sponsor of this amendment to the food stamp program. This amendment is designed to help many eligible people who have been prevented from enrolling in the food stamp program by administrative and procedural obstacles. And it contains many long needed provisions to help the elderly who participate ir. the food stamp program and to help migrant workers who have often not been permitted to participate. For the most part these are technical changes that are not costly and. In fact. may even save money in the long run by eliminating much of the unnecessary bureaucratic redtape that. in the past. has prevented proper application of the food stamp program in many areas.
