No one who supports this program wants people abusing it. especially those otherwise qualified for work and who should be working but instead take advantage of the food stamp program. For instance. it was brought to the attention of the Senate that this was developing in a number of communes around different sections of the country. In an attempt to meet this problem. a regulation was established which has had an adverse effect on migrants. and on unemployed persons who otherwise would be qualified for the food stamp program but because they were living or sharing. a residence together. were excluded. Even some of those otherwise qualified for public assistance would be excluded. So the thrust of the amendment is to remedy that particular provision.
