I was one of the 23 members of the Government Operations Committee who voted to press for agreement to this disapproval resolution. My position was arrived at reluctantly and was based upon opposition to section 2. That section proposed to transfer 900 to 1.000 positions out of the Immigration and Naturalization Service. As chairman of the Legal and Monetary Affairs Subcommittee. which is conducting a study of operational and managerial problems in INS. I saw in that transfer a serious impairment of INS capacity to deal with the runaway problem of illegal aliens. There is substantial reason to believe that the proliferating illegal alien problem is inseparable from the traffic in illicit drugs. It was inconceivable to me that further crippling that already undermanned agency would result in greater effectiveness in controlling drugs. With section 2 out.
