Speaker. when President Nixon announced the reorganization of the Federal Governments antipoverty efforts. a hue and cry went up in many circles. but the loudest came from the employees of the Community Action Agencies. It was predictable. in that they have been the chief beneficiaries of Community Action Agency expenditures. They have a vested interest in preserving the heavy bureaucracy of the Community Action Agency system. According to some newspapers and television commentators. the Presidents plan calls for ignoring old people. punishing poor people. and forgetting about problems plaguing Indians and migrant workers. This is absurd. The different OEO programs that deal with such problems are being transferred to other administrative units.
