Mr. President. a few weeks ago a study mission representing the Judiciary Subcommittee on Refugees. which I serve as chairman. returned from visiting the countries of Indochina. The purpose of the study mission was to review people problems and humanitarian needs in the waraffected areasand to contribute responsibly to public discussion over our countrys obligations to rehabilitate war victims and help heal the wounds of conflict. To this end. the subcommittee began a series of hearings in April. and a detailed report of the study missions findings and recommendations will be filed with the Senate in the weeks ahead. Among the people problems pursued by members of the study mission. who visited South Vietnam. was the plight of civilian detainees and political prisoners.
