Greene testified that the Offices Kenneth Towsey entered the United States in March 1964. 4 years before the sanctions. and legally was granted "permanent resident alien status" in December 1967. 5 months before the sanctions. There is no legal basis for deporting Towsey. Henry Hopper. the other Information Office staffer. came to the United States in September 1966. more than 21/2 years before the sanctions. His application for permanent resident alien status was pending when sanctions were imposed and his legal status is that of a nonimmigrant foreign government official.
