He gave this as the expressed attitude of the Defense Department. and when we realize that in Cambodia alone 45 percent of the hospitals have been destroyed. that some $2 billion of war damage to civilian institutions has occurred. that of the 6.5 million people who live in Cambodia more than 3 million have been made homeless. and that there are tens of thousands of civilian deaths and hundreds of thousands of civilian war casualties. I am just wondering. given the impact on the civilians. whether the Senator. as one who has served in the Air Force of our country in the last war. and who knows first hand about the impact of the bombing. how he feels? Given the kind of human loss. the number of civilian casualties. and the number of refugees created our policy. even the stated administration policy. which I feel is perhaps a reasonable statement of international law. "that the loss of life and property must not be out of proportion to the military advantage gained"- given the loss of life. the suffering. and the damage to property. does the Senator believe the military advantage to be gained outweighs that loss? And I wonder how the Senator thinks that our interests are really being advanced by this bombing policy.
