I believe that. as the Congress continues to consider the second supplemental appropriations bill with its controversial transfer authority clause. it is imperative that the United States take a long. hard look at its Indochina policy. It is time to isolate the substance of this policy from the rhetoric and to examine its premises and contents. I long for real and meaningful peace for Indochina. So. I believe. do the people of Indochina and the United States. It is fine to talk in terms of national honor. But. there Is little honor in the senseless destruction of countryside or in the deprivation of homeless refugees. The message is clear. It is time to take action to truly secure the peace.
