I regret that an assignment by the Foreign Affairs Committee made it necessary for me to be out of the country on the day H.R. 982 was considered by the House. I am deeply concerned by the problems that have arisen because of the large number of aliens who have entered this country illegally or violated their terms of entry. Since I did not hear the debate on H.R. 982. I do not know If that measure would provide any meaningful relief from the illegal alien problem. Therefore. I cannot say positively whether I would have voted for the bill.
