In addition. there are 40 estimated unregistered institutions caring for another 6.000 children. While there are therefore about 25.000 children in institutional care. the term orphanage is misleading. Well over 50 percent of the children in custodial care are neither orphans nor abandoned. They have families that have placed them in orphanages because of economic difficulty or because the adults are moving around the country as refugees or military families.... Although the physical and child care facilities in these orphanages are significantly better than several years ago. they still remain poor in many cases. Medical care is minimal and access to educational opportunities is very often unavailable.
