First. the Coast Guard is responsible for navigation and merchant shipping within the territorial waters of the United States. Its role in rescuing sailors in distressfrom huge tankers to tiny pleasure boatsis perhaps the best known of all the Coast Guards duties. Second. the Coast Guard is responsible for the enforcement of laws relating to customs. revenue. immigration. and other matters in which violations may be committed in American territorial waters or along the American coastline. As one very important example in this area. I would point out that drug smuggling has reached near epidemic proportions in some areas of this country. that one of the most popular methods of importing narcotics into the United States is by small boat. and that the Coast Guard has the responsibility for stopping this kind of activity.
