I thank the gentleman from Ohio. Mr. Chairman. the Members of the House may remember when we had this bill before us last year I offered an amendment to this measure which is now section 3 in this bill. which says. "that any officer or employee of HEW shall disclose to the Immigration Service the name and most recent address of any alien who such officer or employee knows is not lawfully in the United States." That amendment was passed. It was opposed by the committee at the time. My State has told me that if they had to pay benefits to illegal aliens it might cost my State up to $25 million. The committee was open and fair in saying that this procedure ought not to be permitted. but if we were going to do it. they felt there ought to be some kind of penalty in the law. Accordingly they have come back this year and requested the exact language which this House passed last year when it passed the bill by a vote of 297 to 53.
