The gentleman is fearful that people with Spanish surnames will be discriminated against. This is exactly why we structured the bill the way we did. It would require a knowing employment. The first sanction would be warning only. but no criminal penalty. The employer would be taking a minimum kind of risk in hiring any individual because nothing would happen other than a warning if it became established that he knowingly hired an illegal alien. As far as discrimination goes. we have Federal agencies out working in the field on this such as the Equal Opportunities Commission. the Civil Service Commission and the Civil Rights Commission. They are effective. and working.
