Carina Ramirez. director of chicano studies at the University of Texas in El Paso. is convinced that this bill would not deter employers of illegal aliens. She wrote me: "What they save in wages is far greater than any fine that could be imposed. On the other hand. those employers intimidated by the bill would be disinclined to hire any persons of Mexican descent.
