Who among you can tell me that American women are fighting for jobs that only pay an average of $1.800 a year? How many women are competing for jobs that cannot provide them even a povertylevel income? Mr. Chairman. if we really want American ethnic and minority groups to fill these jobs. then we should concentrate not on an immigration bill but on a bill to provide a decent and humane minimum wage. Let us look at some other facts. Right here in the District of Columbia. where the unemployment rate is one of the lowest in the country and the wage rate is one of the highest. there are 347.000 workers who are earning incomes below the poverty level.
