Mr. Chairman. we are again faced with the same issue as in the last Congress in dealing with the legislation concerning the employment of illegal aliens and I do not want to belabor the point. so I am taking the liberty of inserting the remarks that I made on this matter last year: I cannot help but review this situation. It was almost exactly 10 years ago as a freshman in this House that I was given the credit for the leadership in eventually defeating the socalled bracero system or law. Let us go back. That system prevailed in our country from 1951 until about 1964. the terminal year. because we allowed 1 year to round out the program In 1963.
