Mr. Chairman. as has been stated before. this bill is essentially the same bill which passed this House in the last Congress. at which time I also was a member of the subcommittee which reported it to this body. The bill is an attempt to deal with the problem of illegal aliens present in the United States. and particularly with their employment contrary to the laws of the United States. This is a farreaching and large problem. It is in many respects an economic problem. It is in many respects a human problem. Its larger ramifications exceed the scope of the authority or the abilities of this subcommittee.
