Substantial immigration has. at least in part. been responsible for overcrowded housing. high rates of joblessness. unanticipated demands for health. education. and other public services. rising crime rates. swollen welfare rolls. and urban congestion in general. This relationship between rural and urban problems has been recognized. in recent years. by Federal legislation aimed at bringing some sanity to national growth patterns. With the enactment of title IX of the Agriculture Act of 1970.
