President. I would like to bring the attention of the Senate to a resolution adopted by the California Legislature. The resolution calls on the President and the Congress to deny mostfavorednation status to countries "which prevent their citizens from emigrating freely by requiring the payment of ransom taxes". Clearly. expressions of concern from Americans all across the country have contributed to the recent suspension of the odious emigration tax in the Soviet Union. Now is the time for the Soviet Government to demonstrate its good faith by going one step furtherabandoning the practice of harassment and intimidation of those who seek to emigrate. whether or not they can afford to pay a tax. Mr. President.
