Whether they are granted MFN or denied it will have little effect on their pressing needs or on our capacity to meet those of their requirements that we may wish to satisfy through increased exports. I believe. Mr. President. that the American people share the conviction of an overwhelming majority of the Senate that it is right and proper to attach conditions to the extension of aid. And I am deeply moved by the determination of the American people to join together in this effort to bring freedom to tens of thousands of innocent human beings who ask only the right to emigrate to the country of their choice. As we move to increase trade. let us move to decrease tyranny. As we talk about free trade. let us talk about free people.
