Mr. Speaker. opponents of granting MFN treatment to the Soviet Union have based their arguments. for the most part. on the question of allowing Soviet Jews to emigrate without having to pay a discriminatory tax to do so. As a cosponsor of the Vanik bill in the House. I feel strongly that this question must be resolved as a precondition to the discussion of this issue by the Congress. I was interested. however. in an article which appeared in the Exodus. a newspaper of the Union of Councils for Soviet Jews. which appeared in the February 1973 issue. raising the question of whether or not expanded trade with the Soviet Union is in our best interests under any circumstances. considering the monetary and nonmonetary costs involved.
