Most of them are unemployed and have to depend on relatives and friends to even exist. They are under constant surveillance. They live in daily fear. Indeed. they are in a state of limbo. When a Soviet engineer or technician is confronted with an exit visa tax of $15.000 or $20.000. he is. considering the salary structure of that country. virtually prohibited from departure. Because of the denial of these occurrences by Soviet officialdom. I call attention to three specific cases of Jewish citizens in the Soviet Union. which indicate. in a quite compelling way. what is happening there today.
