I do not say it cannot be resolved. Nothing cannot be resolved. Having considered the matter and having experienced the number of emigration applications that are actually coming in and the number of emigrants that could go out. feasibly. every year. the Soviet Union might very well come to the conclusion. without any reference to the Jackson amendmentstrictly as government policythat the right thing would be to lift the emigration tax. That would be benign. if it could be accomplished. The Soviet Union considers itself great. it is one of the two superpowers on earth. and I do not see how a great government could be great unless it is willing to be guided by facts and reality.
