State superintendent of public instruction. has estimated that of the 19.000 children presently served by Californias preschool programs. 11.000 would lose eligibility because of the new definitions of former and potential recipients. The corresponding loss of Federal matching funds would be over $3 million. The proposals almost totally exclude migrant children from the program and mean that many campus childcare facilities would close. Eliminating private contributions as the States share of matching funds is in direct contrast with recent HEW policy. In a letter from former Secretary Elliot Richardson to the Honorable WILBUR MILLS. the Secretary said: I am convinced that this kind of partnership between private funds and public agencies should be encouraged rather than discouraged.
