State superintendent of public instruction. has estimated that of the 19.000 children presently served by Californias preschool programs. 11.000 would lose eligibility because of the new definitions of former and potential recipients. The corresponding loss of Federal matching funds would be over $3 million. The proposals almost totally exclude migrant children from the program and mean that many campus childcare facilities would close.
