They in effect hold the fate of thousands of Soviet Jews in the balance. Last month. I joined with a substantial majority of my colleagues in cosponsoring the Freedom of Emigration Act. This act is now a topic of discussion between Secretary Shultz and the Russians. There is fear on the part of the Soviet leadershipand rightly so. I might addthat the Congress of the United States will block any liberalization of trade relationships with the Soviet Union unless the Russians rescind their infamous emigration ransom. The Russians. in their desire to obtain mostfavorednation trading status. are now beginning to drop hints of what might happen if their aspirations are blocked by the U.S. Congress. IThere are recurring stories coming out of the Soviet Union which threaten a rise in antiSemitism if the Freedom of Emigration Act becomes part of the administrations trade bill. There are also hints of a similar rise in antiSemitism here in the United States. I find both of these veiled threats disgusting. to say the least.
