Kissingers office. for better or worse. the question arises as to the necessity of maintaining our State Department in its presently bloated and topheavy condition. The Presidents proposed budget for fiscal year 1974 lists 22.671 State Department personnel who deal solely with the administration of our foreign affairs. This figure. an increase of 244 in the past 2 years. does not even include those persons involved in foreign aid. international organizations. educational exchange programs. or refugee assistance. While the need for Ambassadors and visa clerks is clear to all. this huge overall personnel total averages out to 194 people for each of the 117 countrles" large and small. where we now have Ambassadors. This clearly excessive number commands a payroll of some $83 millionup :almost $4 million in 1 year. Even more astonishing is the great .concentration of highly paid executives in this section of the State Department:
