Low medicare and medicaid reimbursement formulas have already forced such patients to absorb part of the costs of treating medicare and medicaid beneficiaries. There seem to be significant numbers of poor people who fall into cracks in the medicaid program. For example. migrant workers are frequently ineligible for medicaid due to State residency. requirements. even though they meet the medicaid income guidelines. The result has been that they have been denied needed medical care. or the hospitals have been forced to pass on the costs of treating them through increased charges to paying patients. Accordingly. until some form of national health insurance is enacted to assure everyone financial access to health care.
