The time is long overdue for all of us to pause and open our eyes to the plight of the children in Indochinaespecially the orphans and those fathered by Americans. Year after year the problem of children. the most pitiful of war victimshas gone unattended. And so today. field reports to the Subcommittee on Refugees tell again of many appalling conditions involving malnutrition and disease and death. The time is long overdue for a truly viable program to fit the lame with prosthetic devices. The waiting time today for a prosthetic device is many years. This is deplorable when many countries. including our own. can manufacture thousands of devices in a matter of days or weeks. And there is the urgent need to restore the livelihood of millions.of refugees by providing for their return to the villages and ancestral lands they left so long ago. Many of these villages have been destroyed. So there is need for simple housing. the rebuilding of the marketplace. of schools. and religious shrines and temples.
