Mr. Speaker. I wish today to commend the action of the majority of my colleagues in agreeing to cosponsor the Freedom of Emigration Act. providing for freedom of emigration as a condition to EastWest trade agreements. I am proud to be among those Members of the House who have cosponsored this bill which would prohibit mostfavorednation treatment and commercial and guarantee agreements with respect to any nonmarketeconomy country which denies to its citizens the right to emigrate or Imposes more than nominal fees upon its citizens as a condition of emigration. There must be a continued consciousness among Americans about the plight of the millions of Soviet Jews being held hostage behind the Iron Curtain. By taking this action we call upon the Government of the Union of Soviet Socialist Republics to cease persecution of these people on the basis of religious belief.
