Genocide is a crime against the law of nations. Congress is given the power in article I. section 8. clause 10. to define such crimes. Since 1950 the Congress has approved nearly twothirds of the treaties enacted in the entire history of the United States. These treaties deal with many types of international concerns. including human rights. Included among those approved are the Supplementary Convention on the Abolition of Slavery. the Slave Trade. and Institutions and Practices Similar to Slavery. and the Protocol Relating to the Status of Refugees. The Senate is clearly within its proper jurisdiction in considering the Genocide Convention. I urge its swift ratification.
