The amnesty issue must not be dismissed outofhand in the vindictive tone Mr. Nixon takes. Now that the prisoners of war are returning. we must make provision for the return of the hundreds of thousands of political refugees who were compelled to leave their homeland or go to prison for their beliefs. Amnesty is not only for these young men. who were the conscience of a nation. but also for their families and friends. This significant section of an entire generation must not remain hostages of an immoral war. and I hope that Congress will give early approval to my universal and unconditional amnesty bill .
