We need to know that the aid we appropriate will be the kind that will heal the wounds and rehabilitate a war devastated landnot military or paramilitary or any other kind of military aid. Mr. President. to help obtain this information. I wrote last week to Secretary of State William P. Rogers on behalf of the Judiciary Subcommittee on Refugees. to seek information on our Governments plans and projections on postwar assistance to Indochina. particularly for refugees and civilian war victims. The subcommittee recognizes that our Government has a clear commitment to assist in the rehabilitation of the peoples of Indochina. including North Vietnam. President Nixon has repeated an earlier commitment of President Johnson to accomplish this.
