Mr. Speaker. I am today introducing legislation which seeks to cause the Soviet Union to allow emigration for those citizens who wish to leave that country. For the last several months Soviet officials have required prohibitive education fees from those who wish to emigrate to the free world. These fees run from $5.000 to $30.000 in cash. Even most welleducated individuals in the United States could not afford to raise that much money at one time. Furthermore. the Soviet Government has decided to impose these fees in a completely irrational and arbitrary manner. causing the brunt of the burden to fall on the Soviet Jew.
