Speaker. today the United States and the Soviet Union signed two historic agreements which if carried out in good faith might change the destiny of the world and help to insure international peace for decades to come. I am referring to the settlement of the World War II lendlease debt owed to the United States by Russia and the new trade agreement. Congressional implementation of the trade agreement. of course. depends largely on what the Soviet Union does to facilitate the emigration of Jews who wish to leave that country. But even here. there are hopeful signs. News reports indicate the Soviet Union will ease the imposition of exit taxes. applying them selectively for the time being and then allowing them eventually to wither into disuse.
