A number of studies and recommendations of the Conference have been of great interest and value to the Department of Justice. As you know. the study by the Conference of this Departments procedures for the remission and mitigation of forfeitures led to our adoption of new regulations with respect to such procedures. Similarly. we have found that the recent recommendation of the Conference with respect to the procedures of the Immigration and Naturalization Service in changeofstatus cases rests upon a thorough analysis of this important process. The Service has already adopted somne of the suggested changes and is giving most careful consideration to the others. The Department. of course. has a special interest in the recommendations of the Conference establishing guidelines for implementation of the Freedom of Information Act In view of our responsibility to defend the United States in suits brought under the Act.
