Since my election in 1968. it has been my privilege to serve on the House Judiciary Committee under the leadership of Chairman CELLER. I have very much enjoyed and benefited from this association and I am especially appreciative of the opportunity. encouragement. and cooperation which the chairman so freely offered. It has been an honor to work closely with this outstanding jurist. whose legacy to the American people includes landmark legislation in the fields of civil rights. antitrust. and Immigration. The chairman can also be proud of his role in the passage of four amendments to the Constitution which abolished the poll tax. provided for the election of a Delegate to the House from the District of Columbia. established a procedure for presidential disability and succession and opened the voting booth to young citizens. It would be futile to try to inventory each of Chairman CELLERS legislative contributions.
