This House has periodically reflected the success or failure of American life and Americas promise by the men it sends here and the way they perform its functions. From time to time. a person appears in this House who reflects the best of the American immigrant tradition. the finest elements of the American democratic tradition. and epitomizes all that is good about this House as a people. One such man is EMANUEL CELLER. dean of the House. chairman of the House Judiciary Committee. and a great American. He has come to epitomize the democratic traditibn of his body in his long years of service to his constituents. his city and our country.
