The columnists. the thinkers in the press. the pamphleteers all wrote essays promising a millenium of peace. prosperity. and happiness. Now. after twentyseven years. when we look back we find how the spirit of San Francisco has ben replaced by terrorism. violence. aggression. hatred. prejudice. destruction. and denial of human rights and justice. Beginning with Stalins cold war in 1945. the world has gone through thirtyfive wars. civil wars. and revolutions resulting in more than 35 million refugees and close to 19 million casualties. of which a million were Americans. Every big powerandmany small oneshave participated in acts of aggression and violations of the charter and the international laws. This new era of international anarchy is marked not only by the violence of nations and the terrorism of individual fanatics. but also by the indifference and callousness of members of the United Nations. and of people all over the world.
