President. yesterday so many things were happening in such a confused way that some of the important reforms worked out by the Finance Committee kind of evaporated. I am talking about reforms that would make this flexible to the States and enable them to handle welfare problems in a humane way. I have 10 in one on this amendment to save us all time and trouble. This would be reinserted In the bill as the result of the amendment. The bill would once again require States to provide emergency assistance for migrant families and children. It would provide that welfare children could not be counted for welfare purposes. It would eliminate eligibility for nonresident aliens.
