H.R. 16742 is unconstitutional. The Supreme Court has stated in a number of cases that the right to travel is one of which a citizen of the United States cannot be deprived without due process of law. This very argument is the basis for the outraged opposition of most Americans to restrictions on emigration of Soviet Jews from Russia. Typical of actions initiated by the committee. this bill allows HISC to crack down on those they do not like. the antiwar movement and its leaders. while at the same time endangering the rights of every American. H.R. 16742 would provide the President with a tool for control of citizen actions which is more usually associated with repressive governments.
