President. the Senator from Indiana mentioned the deplorable Soviet policy on Soviet Jews who wish to leave for Israel. For some time now. Mr. President. I have devoted a great deal of my own time to weighing. considering. and appraising the wisdom of various possible American responses to the emigration tax imposed upon Jews and other minorities in the Soviet Union. I have discussed this vital issue with countless men and women both in the United States and in the Soviet Union. which I visited this last month. This tax ranges from $5.000 to over $30.000 and is deliberately intended to be prohibitive.
