We will. of course. be governed by the outcome of the authorization conference and would not exceed those levels in any event. In many ways this appropriations bill is probably one of the most complicated pieces of legislation that the Congress deals with each year. It provides funds for development assistanceboth bilateral and multilateral. it includes a substantial amount of money for security assistance activities carried out by the Departments of Defense and State and it provides funds for a number of humanitarian activities such as assistance to Soviet Jewish immigrants and assistance to other refugees. such as a large number of Cubans who now reside in this country. The committee this year held extensive hearings on all aspects of the bill and a great deal of credit goes to Senator PROXMIRE. the former subcommittee chairman. The report recognizes that there is room for improvement in the administration of the bilateral foreign assistance programs. but I am convinced that these are not deep and serious problems.
