In his recommendations to Congress which were included in the bill introduced by Senator TAFT. S. 3368. President Nixon recognizes the importance of legislative authorization for services for people with injuries to the spinal cord. disabled migrants. and deaf youth and adults with learning problems. The President recommended. also. that the benefits of the program be extended to people in outlying areas such as American Samoa and the Trust Territories of the Pacific. These and other Important recommendations of the administration. including advance funding. joint funding of activities with other agencies. and greater citizen and client involvement in the administration of services at the local level have been incorporated in some form in the committees bill.
