Leonard W. Schroeter. who was specifically delegated by Soviet Jews to speak in their behalf. He outlined clearly the demoralizing effects of these recent developments and. in particular. the many ramifications of the imposition of this "head tax" upon the Jewish population of the Soviet Union. He estimated that perhaps 150.000 families are now in the process of applying for exit visas. representing a total of nearly 400.000 individuals. In Moscow alone. it was estimated that nearly 40 percent of those applying would be subject to this excessive--indeed. impossibletax requirement. For these people. and many others. such a move represents the end of all hope of ever escaping the repression and harassment that is now clearly a matter of official Soviet policy.
