Mr. Chairman. I rise to express my approval of the amendment of the gentleman from Ohio . The latest efforts of the Soviet Union to extract a ransom from Jews who wish to emigrate is shocking to people of conscience throughout the world. One way in which the people of the United States can demonstrate their revulsion toward this Soviet policy is by financially assisting Israel in resettling those who do manage to escape the Soviet Union. We in Congress can manifest our concern by supporting this amendment. The persecution of Jews by Soviet authorities is well known despite the efforts of the Soviet Government to suppress the free flow of information.
